(1) Generalized Computerization
In its efforts to better serve the public, VGH-KS has focused on creating a comprehensive digitized hospital network of computers and software to simplify processing, save labor and costs, improve internal management, and improve the quality of service. In 1992, the hospital was presented one of Taiwan’s Top 10 Excellent Information Application Awards by the Executive Yuan. To date our mainframe has taken over the management of more than a hundred operations. Our LAN now manages over 40 operating systems. Many aspects of this program were firsts in Taiwan, including bar-code prescription handling, telephone voice registration system, automated registration machine, medical supply inventory control system, automated supply carts, automatic laboratory report transmissions, and operation dynamic display.
(2) Automated Information Management
To maintain overall system stability and facilitate medical operations, VGH-KS was the first institution to promote automatic information management. Automatic tape recorders are used to make backups of data automatically, including control panel message automatic responses, batch operation timed automatic executions, on-line response time management, and system load detection control. Management of problem reporting is preformed to reduce human errors. In addition, the system also provides a user inquiry service, remote monitoring, and automatic transmission to keep these systems functioning at 99.9% efficiency.
(3) Medical Materials Management
Medical materials management plays an important role in any hospital. With the aid of computers and a functional management system, VGH-KS has made the purchase and supply process easy, saved labor and time, and reduced the costs of material stock and deterioration. Medical materials management at VGH-KS is as follows:
- A computer is used to calculate purchasing requirements, print purchase requisitions and fax them to vendors and to enter into long-term contracts with vendors.
- In inventory control management, a basic and safe inventory have been has been used.
- In supply, we utilize exchange carts and periodic request modules.
(4) Cost Accounting
Because of acute competition and deep insurance industry involvement in medical payments, VGH-KS established a cost analysis system. Classifying direct and indirect costs by their attributes based upon the carefully-planned cost apportion foundation and sequence and using automatic data transmission, we calculate a revenue-centered and cost-centered monthly balance which for all units to review each month. This fosters a cost concept among colleagues and encourages them to reinforce internal management and produce a differential analysis as a reference for decision-making.
(5) Merit Management
To encourage doctors and employees to improve productivity and hone the competitive ability of the hospital, VGH-KS has implemented a merit bonus system which is continuously reviewed and revised.
