1. Coordinate with the DOH's medical service ranking policy, establish good relationships with local medical service providers at all levels, enforce the referral system and promote the full use of medical resources.
2. Develop organ transplant facilities and provide quality medical services for patients in southern Taiwan.
3. Gradually reinforce teaching and research to make the Veterans’ Hospital the best medical center in southern Taiwan.
4. Gradually implement the Clinical Paths management system to shorten hospital stays.
5. Establish QC indices to improve the quality of medical services and to improve service quality.
6. Simplify operation procedures to enhance efficiency and execute administration reform with a focus on serving society and providing convenient service.
7. Promote caring and courteous service and develop a sincere attitude.
8. Reinforce internal management and enforce the cost and merit bonus system.
9. Continue to computerize and develop image transmission and distant consultant technology to actively take part in the National Information Infrastructure (NII) project.
10. Raise funds for the Serenity Ward and OPD Building to provide better care for terminal cancer patients and improve the quality of emergency medicine.
